Medicare Policy Review for Circulator Boot TherapyIn
December, the Circulator Boot Corporation petitioned for revisions to
the current CMS Local Coverage Directive (LCD) for End-Diastolic
Pneumatic Compression (EDPC) therapy performed in the following states:
PA, NJ, DE, MD and DC. The MAC provider for these states is
Highmark Medicare Services who is managing the request through their
Contract Advisory Committee (CAC) process. We expect a draft of
the CAC recommendation for a new EDPC coverage directive to be posted
by January 31, 2010 for public comment. We urge our current
providers and concerned clinicians in the Highmark coverage region to
check
the web site for
a posting of the new draft policy. This website includes a feature for
commenting on the new draft policy. These comments are critically
important and will be reviewed and considered by the CAC committee
before a final coverage determination is made in late February.

in the Philadelphia Inquirer's Facing Down Diabetes Special Section in November. This
initiative was effective in generating patient flow to the providers
offering Circulator Boot therapy within the Greater Philadelphia
region. This advertisement is just one example of the marketing
support and materials available to help generate patient awareness and
education for EDPC therapy. Marketing support materials available
to clinicians and their marketing staff include templates for press
releases, referral letters, radio ads, print ads and patient education

HCPCS Code for EDPC
The Circulator Boot Corporation recently petitioned CMS's
Healthcare Common Procedure Coding System (HCPCS) to establish a
nationally recognized code for End-Diastolic Pneumatic Compression
(EDPC) Therapy. The HCPCS petition was suggested by Highmark
Medicare Services, the MAC for several states in the Middle Atlantic
Region. A decision on establishing a new HCPCS code will not be
made until later this year. A new EDPC HCPCS code will provide
hospital affiliated wound care centers throughout the country with
greater flexibility for Medicare billing with EDPC therapy. We
